Pacific Alliance International Consulting

Ensuring governance and discipline in every transaction entry

Message from the Managing Director & Chief Executive Officer

Pacific Alliance International Consulting (PAiC) was established with a clear and deliberate mandate — to introduce discipline, structure, and governance at the earliest stage of capital engagement within an increasingly complex and often fragmented global financial environment.

Across international markets, the fundamental challenge faced by corporations, developers, and capital seekers is no longer access to capital. Rather, it is the absence of credible, verifiable, and governance-aligned pathways through which such capital engagement may be pursued with confidence and institutional integrity.

Mr. Leslie Charles Albuquerque

In my professional experience, particularly within high-risk and non-standard transactional environments commonly referred to as “speciality matters,” I have observed repeated patterns of systemic weakness. These include fragmented intermediary chains, unverifiable financial claims, misrepresentation of authority, and poorly structured transactional frameworks that expose genuine parties to unnecessary financial and reputational risk.

PAiC was designed specifically to address these challenges.

As the designated origination, intake, and preliminary screening authority within the Pacific Alliance Group (PAG) ecosystem, PAiC serves as the controlled gateway through which all prospective opportunities must pass before entering formal governance review.

This role is not administrative — it is foundational.

We do not operate as brokers, nor do we engage in speculative transaction facilitation. Instead, PAiC enforces discipline at the point of entry. Through our structured introducer network and controlled onboarding protocols, we ensure that only serious, credible, and properly informed parties are considered for further engagement.

A critical component of this process is the Mutual Engagement & Governance Framework Fee Agreement (MEGFFA), which establishes the professional, legal, and governance framework under which all engagements are conducted. Execution of the MEGFFA is mandatory before any documentation is accepted for review.

Only upon satisfaction of these conditions does PAiC proceed with structured screening and internal submission to Zarif Menon & Associates (ZMA), the independent governance and compliance authority within PAG.

This separation of function is deliberate and essential.

PAiC focuses on origination, coordination, and initial validation, while ZMA enforces comprehensive due diligence, regulatory compliance, and fiduciary governance under the ZMA-DD-001 framework.

This dual-layer structure ensures that PAG operates with institutional integrity, transparency, and accountability across all engagements.

We do not seek volume.

We seek alignment.

We do not pursue transactions.

We govern entry into them.

PAiC exists to ensure that every opportunity entering the PAG ecosystem does so with structure, discipline, and credibility.
